Can you clean it with acetone?

It's glass... so the answer is yes. Acetone is safe for cleaning glass. It cleans up great with just water but if you want to sanitize it, then I am sure rubbing alcohol would work best.

Is this tempered glass?

Yes, but even though these glass files have been hardened, dropping the file from a height, bumping it against a hard surface, or placing it under heavy weight may lead to chipping and breakages, so please be careful when handling your glass file.

Can this pusher also remove the excess cuticle after you've pushed it back?

You can use the beveled end for gently trimming the excess cuticle. It's sharp enough for cuticle trimming. Before trimming cuticles, it’s important to soften them first. We recommend soaking cuticles in warm water or treat them with a few drops of oil or lotion prior to using your cuticle pusher.
