Is there a way to lock this rack to the hitch to prevent theft?

Use a locking hitch pin. They are readily available at Walmart, amazon, home improvement stores, even harbor freight

I have wide wheels on my scooter and i need 30.5 inches in the interior basket width. Will this fit? I am not concerned about the ramp being that weid

I would have to say no it will not work. That is the exact width of the basket and the ties down bracket take up some of that width.

Can I remove the ramp?

Yes, the ramp can be removed just by removing a few bolts. Very sturdy and handy ramp for a mobility scooter. Thank you.

What do you recommend for tie down straps for scooter

Hi, I carry a three wheel bike so I use ratchet straps and they work very well I have put 2 three wheel bike with no issues
